Regular Meeting
May 2, 2012
The meeting opened at 7:30 PM.  Present were: Mark Canfield, Jerry Gannelli, and John Mirick. Tom Daly and Chairman Rick McCowan were absent; Jerry as Vice Chair presided over the meeting.

Informal Discussion for an Accessory Apartment
Karl Koch, 41 School House Rd
Karl Koch of 41 School House Rd informed the board that he would like to add a breezeway, single car garage and apartment onto the existing house which is 1536 square feet and the proposed apartment is 896 square feet.  The new garage will use the same driveway as the existing house. The new apartment will tie into existing septic and is Title V approved for a three bedroom home. The existing home has two bedrooms.
After viewing the drawings, Jerry noted a potential issue is that the exterior of the building does not look like a single family home.  Mark asked if the addition could be angled to appear less like a two family. He explained that the bylaw states the accessory apartment needs to be subservient to the existing dwelling; this proposal is not in line with what the bylaw was formulated to create and recommends it be designed to look less like a two family.  John suggests converting the existing garage into living space and building a new two or three car garage.  Karl liked the idea and thanked the board. He will research available options.  The public hearing is scheduled for May 16.

Annual Town Meeting Motion for PB Article
John will answer any questions and clarify how setback is calculated at the town meeting.

Next Steps for Worcester Rd Project Advisory Committee Update
Jerry received the final report from Vera Kolias of CMRPC.  He reported that the PAC discussed having the southern portion of Worcester Rd as residential/mixed use and the northern section commercial/mixed use.  Guidelines can be set forth by the requirement of a special permit and also the ability to develop deeper into the zone may be accomplished by an overlay special permit

Administrative Business
  • John moved to ask the Board of Selectmen to designate Rick as the new alternate for Special Permits Mark seconded.  All in favor (3-0).
  • Jim Shuris will complete his report on The Knoll after he receives information from Andrysick Land Surveyors.
  • A public hearing will be held in June for a Special Permit modification for the Sprint tower on 194 Worcester Rd.

April 18 Regular Meeting – John moved to approve, Mark seconded. All in favor (3-0)
April 18 Public Hearing –John moved to approve as amended. Mark seconded. All in favor (3-0)

The board reviewed the mail.

Other Business
Two invoices came in for CMRPC for the Worcester Rd project; one for $1,159.56, and the other for $915.44 for a total of $2,075 which was the agreed upon contracted amount.  John moved to accept invoices in the amount of $2,075. Mark seconded.  All in favor (3-0).

Jerry received a request from CMRPC to serve as the Treasurer or on their Executive Board. Jerry nominated Ann for the position as the Planning Board member to CMRPC. The nomination was not seconded.  No action taken.
        
The meeting was adjourned at 8:27 PM.  All were in favor.
